The Odisha Assembly recently passed the Odisha Appropriation (Vote-on-Account No.2) Bill, 2024, allowing the state government to withdraw Rs 95,000 crore from the Consolidated Fund for use in August and September. Chief Minister Mohan Charan Majhi presented the Bill, which was approved by a voice vote amidst opposition protests.
This is the second Vote-on-Account passed in the current financial year, following the first one that covered April to July. The government introduced this new Vote-on-Account as the previous one expired on July 31, ensuring funds for essential expenses.
Majhi allocated the funds for revenue and capital expenditure, disaster management, social security, pensions, judiciary, and elections. The Speaker adjourned the House until the next phase of the session on August 20.
During debates, the issue of Odisha’s special category status was raised, which Majhi addressed by pointing out the state’s failure to meet the criteria. He also highlighted increased central budget allocations to Odisha in recent years.
