Russia’s parliament passed a bill banning the adoption of Russian children in countries allowing gender reassignment, a move in line with ultra-conservative social measures. Lawmakers emphasized their aim to prevent adopted children from undergoing gender reassignment. Duma Speaker Vyacheslav Volodin supported the bill, aiming to protect children from countries allowing same-sex marriage and gender changes. The proposed law garnered strong support in the first reading, with 397 in favor. Adoption of Russian children by foreign citizens has declined drastically, with only six adoptions recorded in 2023. The conflict with Ukraine has further complicated the adoption process, with logistical challenges hindering the adoption of Russian children. This bill follows previous attempts to ban adoptions by parents from “unfriendly countries,” aligning with Russia’s preservation of traditional values amidst international pressure. The move reflects Russia’s ongoing suppression of LGBTQ rights, with President Putin disparaging gender reassignment and LGBTQ individuals.
